Single Equality Bill

NICEM organised a key conference in April 2001 in Northern Ireland to begin the debate on the Single Equality Bill for Northern Ireland. It brought together the First Minister and the Junior Minister for Human Rights and Equality; senior officials from the EU and from the Equality Commission NI, academics, Mr. Robin Allen QC from London, and local representation from various Section 75 sectors. It identified the key issues of concern for the Single Equality Bill agenda in Northern Ireland.

Bill of Rights


In preparation for the Bill of Rights for Northern Ireland the Human Rights Commission for Northern Ireland established a number of Working Groups and NICEM has been active on those working groups. NICEM was also chaired the Language Rights Working Group. Various consultation seminars on a Bill of Rights were organised to gather the views of ethnic minority women through out the Province.

Section 75


NICEM acts as the focal point for both the sector and the public authorities in the Section 75 process. The public authorities have recognised NICEM as the umbrella organisation for the sector. We also provide advice and technical support for the sector on Section 75 in particular those small organisations without staff.

NICEM has represented the sector attending different functions organised by public authorities and the Equality Commission. We also represent the sector at the Equality Coalition, which convenes regular meetings parallel to the Section 75 process.

NICEM has used our expertise in the Equality Duty to promote the consideration of S. 75 in the broader policy context to promote true mainstreaming of equality, and through training on the Equality Duty has built upon and developed the skills within our member organisations to participate in the processes involved.
